A former Victorian racehorse trainer has been involved in a controversial RSPCA investigation, with dozens of animals seized as part of ongoing scrutiny over animal welfare laws. Maxine Fraser, known by her surname Galpin, has faced public backlash after photos of underweight horses went viral, prompting renewed concern about animal care. Known for her racing background, she lost her license in 2016 after Racing Victoria deemed her unfit and failed to meet standards. Her appeal to the Victorian Civil and Administrative Tribunal was unsuccessful in 2017, leading to further investigations. On Thursday, RSPCA Victoria issued a second warrant to seize 35 horses at her property, highlighting the case's growing attention. A team of 10 is currently on-site to assist with the animals' placement. RSPCA CEO Liz Walker emphasized the operation's significance, noting the need for expertise and a legal framework to protect animals. Animal rights group Farm Transparency Project (FTP) claims the incident resulted in the death of a mare called 'Willow,' which was later found misidentified due to conflicting footage. Despite these concerns, the RSPCA confirmed the horse's death did not violate animal welfare laws. Activists, including Carly Wines, have criticized the RSPCA for failing to remove animals from the property, citing poor conditions and unsafe practices. The group ties white ribbons to the fence to honor mistreated animals. While the RSPCA acknowledges restrictions under the Prevention of Cruelty to Animals Act, they emphasize that inspections must comply with the welfare plan outlined in a 2023 consultation. The Mornington Peninsula Shire declined to comment, noting the council cannot intervene. Racing Victoria confirmed that Fraser is not the registered owner of active horses and that only thoroughbreds may be rehomed.
